Volume II includes 9 more of Len Losik's published papers by the International Telemetry Foundation aerospace and defense Conference. These papers explain why NASA, commercial and the U.S. military spacecraft and any large complex defense weapons fail prematurely at rates from 10% to 60% and how to stop them from failing prematurely and why the U.S. military and the U.S. government refuse to require its space systems and weapons systems suppliers to produce and deliver systems that won't fail prematurely. The author includes how he developed PHM technology on the Air Force's GPS program to win $4.5B in eventual funding for the GPS program and Boeing. the author discovered that PHM analysis done before or after ATP identifies the equipment with premature aging that will cause a premature failure for replacement at the factory before shipment to the customer and/or launch.
