Freddy is a lively young boy who is always "e;looking for action"e; around the small town of Farleigh where he lives. Freddy and his school friend Herbie get up to a little mischief some mornings on the way to school, when they walk down Elm Street and try to innocently upset some of the residents. Then One morning Mr Grumblebum is waiting for the boys and to their surprise he chases after them. To escape from the umbrella wielding Grumblebum they hide inside the Waxworks.
