In the current economic context of the 21st century, environmental issues have become pressing for modern societies that consume fossil fuels and are not very sustainable. Although Brazil has an energy matrix that uses a large percentage of renewable sources, it has proven to be vulnerable, as in the case of hydroelectricity, as evidenced in the early years of this century. Wind energy emerges in this scenario as a strategic source, given its great productive potential, even in periods of drought and consequent reduction in hydroelectric production. It is important to understand the discourses and practices of capital and state agents, aiming at the implementation and expansion of wind farms in rural areas and urban expansion areas with productive potential. Who wins? Who loses? Who resists? Who fights? Who remains inert? Who profits? Who lies? Who tells the truth? These are questions discussed in this work when it comes to the presence of the "wind industry" in the state of Rio Grande do Norte, especially in rural settlement areas, using as an empirical reference the first settlement in Brazil to receive a wind farm.
