Volume 2. Capacity-building guide for municipalities in Senegal

This guide, Volume 2, entitled Le Manuel des comp tences transf r es aux collectivit s territoriales, attempts to highlight the basis of the missions and responsibilities of local authorities. It not only reviews the typology of transferred powers, but also presents the implementation mechanism. This is a logical, legal, human and financial framework, defined in part by the General Code of Local Authorities and other legal and regulatory texts. The decentralization system requires strong institutions and high-quality human resources. It is for this reason that we must constantly raise the alarm on the issue of professional training, in order to find lasting solutions.
