Johnson is concerned with the waste of land and human wealth in the Southeast. He believes that in practically every form it takes this waste is avoidable and remediable. He proposes a constructive regional planning program that would increase the wealth of the region by a staggering proportion until it would be capable of sustaining a civilization as fine as any the world has ever seen.
