The Firmest Bond

The fundamentals of the Islamic religion are not limited to calling people to the truth and observing the conditions of souls from the spiritual aspect required from this lower world to the higher one. Rather, just as they were sufficient for this, they came to establish the limits of transactions between servants, clarify rights, both in whole and in part, and define the deterrent authority that implements projects, establishes limits, and determines their conditions. Thus, the one who holds the reins of the religion is none other than the most submissive to it. He will not attain it through inheritance, privilege, race, tribe, physical strength, or financial wealth. Rather, he attains it by adhering to the rulings of the Shari''ah, the ability to implement them, and the approval of the Ummah. Thus, the deterrent of Muslims is, in reality, their sacred, divine Shari''ah, which does not discriminate between races and genders, and the consensus of the Ummah''s opinions. The deterrent has no distinction over them except in that he is the most eager to preserve and defend the Shari''ah.
