Timmy is a young boy who feels alienated from his mother and stepfather. He gravitates toward his aging and beloved grandfather, who fills his head with wild fantasies of life beneath the sea. When his grandfather suddenly dies, Timmy feels adrift, and when his family takes a vacation on the North Carolina coast, he tries to remain close to his grandfather by living out some of the old man's fantasies. Things take a strange turn when Timmy turns into a dolphin, and a group of wild dolphins adopt him. Ocean life should be as wonderful as his grandfather promised, but Timmy quickly realizes that fantasies are a poor substitute for family, friends, or his grandfather.
