This implies that all areas of social life within a state remain unimportant, even though cooperation between departments, bodies and institutions is a pivotal factor in the emergence of the community. As the mission of justice is primarily to promote social peace, this promotion resides in the enforcement of legal decisions handed down by national and international courts, which justifies the existence of the exequatur formula organized in Congolese law and throughout the world.
