Navigating Pregnancy Challenges: Policies, Programs, and Protections

For decades, Congress has prioritized adolescent pregnancy prevention to address the public health, social, and economic challenges it poses to adolescents, their children, and society as a whole. Since the 1980s, Congress has authorized programs-administered by the U.S. Department of Health and Human Services (HHS)-designed to reduce adolescent pregnancy rates. Chapters 1 and 2 explore the evolution and status of four federally funded adolescent pregnancy prevention programs. Adolescent childbearing carries significant social, health, and financial risks, not only for young parents but also for their families and broader communities. Despite steady declines in teen birth rates, as reported by the National Center for Health Statistics (NCHS) within the Centers for Disease Control and Prevention (CDC), the United States continues to report some of the highest rates among industrialized nations. Chapter 3 examines these teen birth trends. Young people in the child welfare system face unique challenges, which are magnified for those who are pregnant or parenting. Chapters 4 and 5 provide strategies for caseworkers, agencies, and youth-serving professionals to better support these individuals and their families. Federal policies also play a pivotal role in ensuring the rights and protections of pregnant individuals. Recent updates to Title IX regulations, as covered in Chapter 6, aim to eliminate discrimination against pregnant students and employees in educational institutions. Chapter 7 details the Pregnant Student Rights Act, which mandates that higher education institutions provide pregnant students with information about their rights, accommodations, and resources. In the workplace, various federal laws safeguard employees from pregnancy-related discrimination. Chapters 8 through 11 offer an overview of key protections, such as the Pregnancy Discrimination Act (PDA), while discussing their legislative history, practical applications, and limitations. Lastly, Chapters 12 and 13 focus on resources for pregnant individuals with substance use disorders, providing valuable information for both affected individuals and the professionals who support them.
