Written during the months when the great struggle between Japan and Russia has been in progress, and completed before the issue of the war in the Far East has been finally decided, this volume does not take full cognisance of events which illustrate the relations between naval and military force as few campaigns in modem history have illustrated them. It has, however, been possible to refer to the fall of Port Arthur, which was so essentially the result of action by an army working in concert with, and operating in the interests of, sea-power. And some of the earlier incidents of the remarkable contest have been brought into requisition in support of deductions and in explanation of principles.
