This study focuses on two institutions, namely the Bundestag and the Federal Government. It is noteworthy that two governments managed this mass immigration-the Schr der government and the Merkel government. These two governments represent different critical positions regarding migration law. To understand the ongoing mass immigration, it is important to analyze the theoretical foundations of migration, especially through the comparison between international migration and globalization, which encourages this phenomenon through increased cross-border exchange of goods and services. The origin of migration policies as well as the change in patterns of international migration allow for a clearer view of the perspective of the Federal Government and the German public.
