Management of Precariousness in Mexico

The rise of neoliberalism in the 1980s profoundly transformed social policies in Latin America. Under the logic of targeting and efficiency, the State ceased to guarantee universal rights and became a manager of poverty, administering precariousness through assistance programs. Authors such as Foucault (2007) and Lorey (2016) have pointed out that these policies function as mechanisms of governmentality, modulating the lives of the most vulnerable sectors and ensuring governance in contexts of inequality. Thus, far from eradicating poverty, neoliberal social programs have operated as control devices. The purpose of this text is to document a critical analysis of the application and functioning of social programs in Mexico, specifically "J venes Construyendo el Futuro" and "Sembrando Vida" framed in the context of the arrival of the 4T.
