Includes the author's published technical papers by the AIAA Space Conference aerospace and defense organization that explains why NASA, commercial and the U.S. military spacecraft and any large complex defense weapons fail prematurely at rates from 10% to 60% and why the U.S. military and the U.S. government refuse to require its space systems and weapons systems suppliers to produce and deliver systems that won't fail prematurely. The author includes how he developed PHM technology on the Air Force's GPS program to win funding for the GPS program. PHM analysis done before or after ATP identifies the equipment with premature aging that will cause a premature failure for replacement at the factory before shipment to the customer and/or launch.
