Matthews can barely handle the memories of his sisters violated body, so he intends to make sure that no one is ever raped or molested again. Using his outback ranger training from his father, he begins gunning down people who have been deemed guilty of heinous crimes by his newly found friend. However the murders a filmed, which promotes the hero to celebrity status. Despite his own emotional instability, people worship the man responsible for ridding the streets of scum. Tracked by a determined detective, and an ambitious reporter, everyone begins to question their own initiative, and if he actually needs to be stopped.
