Our critics have overlooked the fact that the author predicted one of two possible combinations, of which the one was based on the assumption of German victory, the other upon the assumption of German defeat. In the one case, namely, 1n the event of victory, the German autocracy would have restored the Russian autocracy to power, and the three Emperors - the German Emperor, thc Emperor of Russia, and the Emperor of Japan would have joined hands across the continents of Asia and Europe and would have dictated the destinies of the world. In the other case, in the event of defeat, the writer foresaw that Germany would become a Republic and that her future world role would thereafter be acted on an entirely different stage and in the company of quite new actors. What so natural as thatademocratic Germany should ally herself with the great democracies of the West - England and America and loyally support their policies?
