International Co-operation, Human Right and Counter-Terrorism

Human rights are different from other kinds of rights. They have five distinguishing characteristics. They are inherent, universal, inalienable, indivisible and inter-dependent. They are recognised, not created. International negotiation is required to seek agreement on the definitions of these rights and their substance and content. This is international cooperation. The development of human rights law did not end with the adoption of the Universal Declaration of Human Rights in 1948. In fact that was more the beginning than the end.
