Financing Infrastructure by Capturing Real Estate Appreciation

A comparative study of the ways in which the governments of four countries use the appreciation of urban property to finance infrastructure. The basic concept is that of created soil, which results from urban densification when multi-storey buildings are built. The concept of the state appropriating part of the increase in urban value is accepted in many countries as a way of financing the construction of the urban infrastructure needed to meet the needs resulting from this densification.
