Following the experiences of arbitrary legislation in the Third Reich, German jurisprudence sought to re-establish law and justice by resorting to old concepts that, under the concept of a "natural law", were intended to provide access to the foundations of law. However, these efforts also failed, just as the theoretical justification of a natural law had failed in the past. The author first examines the relationship between man and state from a constitutional-theoretical perspective. It thereby becomes apparent that there are new approaches to the dogmatics of the civil law, whose regulation by the legislature seems fundamentally questionable. In the international arena, the author explains the nature of state sovereignty to be an achievement of the international peace order as well as the distinction between federation and supranational community. He also analyses the present form of the United Nations and develops principles for its reorganisation to make it the centre of a world peace order.
