Constitutional Government in the United States

Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. MY object in the following lectures-is to examine the government of the United States as a constitutional system as Simply and directly as possible, with an eye to practice, not to theory. And yet at the very outset it is necessary to pause upon a theory. The government of the United States cannot be intelligently discussed as a constitutional system until we clearly determine what we mean by a constitutional government; and the answer to that question is in effect a theory of politics.
