Budget Heroes on a Budget

In Coastal City, a small subset of the population has mysteriously started developing Abilities. Some use their new powers to help while others are forced to deal with the strange side effects that can come with the more powerful abilities. There are also a large group of PWA's (Persons With Abilities) who attempt to use their newfound powers for personal gain or just to cause chaos. Add to this a chemist designing and distributing powerful mood-altering drugs and you have a city in crisis. With law enforcement overwhelmed, will the more moral PWA's step up to come to the aid of the city? Even if they do, can they get it together enough to make a difference?
