The advisory committee system is one of the important pillars of Hong Kong's public administration system.The advisory committee embodies the spirit of inclusiveness of politics. Including individuals and groups of different backgrounds into the scope of policy considerations is an important way to "e;depoliticize"e; issues, so as to strengthen the support foundation and acceptance of policies.This book examines this long-standing system from a new perspective and gives an original interpretation.The book is divided into two parts. The first part is Pandect which elaborates the practical operation, performance, gains and losses of Advisory Committee System of Hong Kong Government from five categories, namely, structure, manning, function and power, meeting and supervision.The second part is discussion. According to the classification framework proposed by the author, Hong Kong Advisory Committee is divided into five categories in terms of function and power. 20 advisory committees are selected for case analysis to introduce the status of these advisory committees in detail and analyze their efficiencies.The whole book takes into account both theory and practice, and combines macro and micro analysis.
