The proceedings of the 15th Winter Workshop on Nuclear Dynamics, held in 1999, this volume contains presentations from experimentalists and theorists, intermediate energy to ultrarelativistic energies, and final results to recent speculations. This series of workshops is dedicated to the concept that bringing together scientists from diverse areas of nuclear reactions promotes the vibrant exchange of ideas, and continues to promote this lively and compelling field of research.
