Three-Fifths of an Education

The promise of the United States of America includes equal opportunity opportunity for education. That promise is hollow for the descendants of enslaved Africans. Three-Fifths of an Education describes how educational opportunities for African-Americans are limited by state and local officials throughout the south and in many northern and western urban districts. It provides data and analysis for schools in each state and city with large Black populations and identifies those officials responsible for limiting educational opportunities of African-American students to three-fifths of those of White, non-Hispanic, students. It is a resource for parents, teachers, researchers, journalists and all those who wish to see the United States live up to its promise of equal opportunities for all.
