In Latin America, presidents have a lot of power... to ambush their rivals, engage in coverups and conspiracies, and loot their country's coffers. At the same time, they have little space to maneuver when they want to do some good. Has any of the region's leaders managed to lower the violence rate? Has any president successfully tackled organized crime, consolidated democracy, strengthened checks and balances, or significantly reduced poverty in the long term?
Javier Moreno, former director of Spain's El Pa s newspaper, interviewed seven former Latin American presidents and scores of high-ranking officials to explore the limits of political action, understand the true workings of government and its challenges, and the shadowy forces that influence the lives of 650 million human beings.
