The quest for winning hearts and minds during the Cold War saw one of its first peaks during the 1950s in India. Two steel plants were being built at the same time - one with the help of West Germany, the other assisted by the Soviet Union. The subsequent race between East and West did not only include technical aspects but also aspects of culture and foreign aid.
