With the murders of two university professors at the City University in Carroll City, IA, former Carroll City Police of Chief Roscoe Taylor is enticed by his friend and current Police of Chief (Conny Rogers) to sign on again after eight years of teaching criminal justice in Florida. Soon after he arrives in Carroll City with his wife and two daughters, Roscoe responds to an emergency, rushing to the side of Professor Justin Burroughs, a former neighbor and friend. Lying mortally wounded on the floor of his office, the professor whispers into Roscoe's ear the words, "e;Doctor... exchange... off."e; With these words Roscoe begins to unravel the mystery of Professor Burroughs and his secret research. The climax of the novel reveals where it is to be found and who is behind the bloodiest murder spree in Midwest history.
