Crime exists on E9 because the colonists are human — they may have arrived with the best of intentions, but fifty-seven years of births, deaths, hardship, and the slow grind of building a society from scratch has produced something recognizably, irreducibly human: people who steal, deceive, and occasionally do much worse.
