Decentralization of health services is widely implemented throughout the world, especially in the developing world to ensure improvement in the performance of the health system. The experince from the developing countries indicates various degrees in the achievement of the goals, In Sudan the deceion of policy was political and was implemented without involvement of the stakeholders.
