Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. Much of the story as told by Mr. Fox Bourne is, of course, not new to those who have followed the Congolese literature of Belgium, but the facts cannot be in the minds of the European public generally, or the existing toleration of defiance of promises made to Europe could not continue.
