After a prolonged cycle of flood and drought, The United States is on the verge of civil war over dwindling resources. American leadership is decimated by a terrorist''s bomb at a conference which was to be a last-ditch effort to broker peace between the states. A survivor of the bombing, climate scientist Tammy Cohen, is compelled by her captors to set out on a journey to the ends of the earth in order to procure ancient drought resistant seeds.
