Slocum with the 12th Corps to Har per's Ferry, with the intention of adding the troops in garrison there to Slocum's command. With this force Slocum was instructed to operate against the Confederate line of communications while the Army of the Potomac attacked in front. But Gen. Halleck, the commander - in-chief, refused Hooker's request that this garrison be placed at his disposal. Gen. Hooker there upon resigned and Gen. Meade was appointed his suc cessor.
