So early as the year 1666, the question was agitated whether the governor and council, who exercised legislative functions, could take any part in laying taxes, then called levies. The house of bur gesses insisted on their privilege of laying the taxes in their awn house which was deemed satisfactory, and desired to remain (in record for a rule to walk by for the future. (0)
