Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. There are now more than thirty State Legislatures; each having its separate and distinct forms for conducting public business. After having visited most of those bodies during their sessions, the Author is of the opinion, that much time is needlessly lost for the want of a systematic and uniform standard.
