Law and Custom of the Constitution

Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. I have sometimes found it difficult to write on the topics to which the remaining and larger part of the books is devoted, with sufficient fullness to convey a definite im pression of their place in the general scheme of Government, yet not 'on such a scale as would destroy the proportions of my plan or would suggest that I am giving information which is more properly sought for in special treatises. Hence perhaps the reader may ask why, on some of these subjects, I have said so much; or why, having said so much, I have said no more. If I have induced him to seek for fuller knowledge I shall not have written in vain.
