The ocean has been healing for 3 years since the Battle of Wing and Fin, yet, the Vek'her'tai Shoal still sufffers the memories of the past. Silvur can't shake the need to have a purpose and she reaches out to Sarga in order to fulfill that. She reveals that she hasn't always been herself, and that he true goal is to have the power of reincarnation.
