A social problem is a condition that at least some people in a community view as being undesirable. Everyone would agree about some social problems, such as murders and traffic deaths. Other social problems may be viewed as such by certain groups of people. The problems are matters which directly or indirectly affect many or all members of a society and are considered to be problems, controversies related to moral values, or both. Social problems are related to the fabric of the community, including conflicts among the interests of community members, and lie beyond the control of any one individual. When developing social protection policy a key first step is to choose the right combination of social protection instruments, such as the best mix of social insurance and social assistance programmers for different target groups. The curative and remedial functions adopted by the social work profession in accordance with the dictates of the modernization approach, have rendered social work unable to address itself meaningfully to the problem of marginalization or mass poverty. Social development rests upon social policies that are primitive of human needs and this is only possible in circumstances where such policies are a product of the peoples participation.
