Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. Mr. Charles G. Leland, in his work on Practical Education, distinctly insists on the utility, indeed the paramount importance, of a sound and practical rudimentary training, whether in connection with elementary or more advanced technical education.
