The soul of every people consists of a sum of characteristics that are generated in its individuals by inheritance. Because it will not be useful unless it is possible to change the spirit of the nation suddenly, and time alone has this authority, and what governs people collectively are thoughts, feelings, and habits, all of which are present in us, and then the laws and systems are nothing but an image of the general soul that we have and represents. Its needs, and if the laws and regulations come from the soul, it will not be able to change them.
