One victim was found lying dead inside his car under a highway bridge in Lancaster County, Pennsylvania. When a federal prosecutor from Baltimore, Maryland, is discovered dead, it shakes the community to its core. Wanting to find out the truth, the Lancaster County Sheriff's Office asks for the FBI to step in and take over the case. But as soon as they begin the investigation is stonewalled and ends up going nowhere. With little time, the bureau needs to move quickly before the killer escapes and disappears into the wind.
