Assuring the Future of South Sudan

On July 9, 2011 South Sudan achieved its independence as the newest nation among the global community. Unfortunately, South Sudan is not yet a state. It is not a state because its defective institutional foundations preclude coherent governance. Peace is impossible under defective institutions-the shared norms, conventions, and laws that structure the necessary web of individual and collective interactions. This book provides clarity about the required measures to create a coherent state-the essential pre-condition to sustainable livelihoods and lasting peace.
