The issue of governance and the relationship of peoples to their rulers occupied the minds of philosophers since ancient times, but the form of government has evolved before the emergence of the various philosophical doctrines, so we find that people have moved from the deification of the kings to the mere belief in their mandate while recognizing the divine right of their rule, until we finally reached the stage of separating the divine authority The human sultan, as the heavenly religions indicated the relationship of the ruler to the ruled; We find the stories of the kings of the Children of Israel and their policy in the old covenant, and in the New Testament we find the famous sermon of Christ called "the sermon of the mountain", which is suitable as a comprehensive human constitution, until we reach the principles of Shura and equality between the individuals approved by Islam. In this book, Akkad presents a set of political opinions of important philosophers from the twentieth century, offering their vision in the theory of governance and the organized contract of the relationship between individuals and the ruler.
