England's Guarantee to Belgium and Luxemburg

Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. England, in the past, has entered into many Treaties of Guarantee. Such Treaties are, apparently, entered into without any serious consideration of the nature of the obligations which they may import. This book is intended to give all the information which will enable the reader to form an opinion as to the Treaty obligations of England towards Belgium and Luxemburg. It is necessary to study the circumstances under which the Treaties were made as well as the actual words of the Treaties. The proceedings at the Vienna Conference of 1855 throw some light on the nature of such Treaties; the proceedings of the London Conference of 1867, and the earlier negotiations show how completely Bismarck was outwitted by Lord Derby in the Luxemburg affair. On the other hand the State Papers and Protocols from 1830 to 1839 do not, apparently, throw any light on the Belgian Guarantee of 1839.
