The first in-depth study of the use of urgency in New Zealand, this examination documents every use of urgency between 1987 and 2010 to analyze how, when, and why urgency is used in the legislative process. The results reveal deeply troubling techniques used by law-makers to avoid select committee scrutiny of certain legislation and questions if the regulatory framework governing urgency is enough.
