The Twenty-Fifth Amendment, proposed by Congress in 1965 and ratified by the states in 1967, provides for presidential succession, vice presidential vacancies, and presidential disability. Chapters 1 through 11 provide an analysis of the Twenty-Fifth Amendment, the history of presidential disability and proposals to provide for such contingencies and provides a legislative history of the Twenty-Fifth Amendment. Chapters 13-16 describe the Disqualification Clause of the Fourteenth Amendment, explain to whom it might apply and what activities could incur a bar on holding office, and discuss possible mechanisms to implement it. Chapter 17 addresses select questions regarding President Trump's status as a candidate for the presidency in the 2024 election and possible federal legal implications of the New York state conviction. Chapters 18 and 19 are congressional bills introduced to declare President Joseph R. Biden incapable of executing the duties of his office.
