Though there is some headway in the empowerment of the STs, much needs to be done. With lowest literacy levels, poor health standards and grinding poverty, the Adivasis fail to articulate their genuine grievances. The development models so far tried and tested have not resulted in any gains for them, instead retarded their natural progress in some instances. The delivery mechanism of the government, despite best intentions, is plagued by inbuilt discrepancies and human negligence while the civil society's intervention is found to be too inadequate to effectively address the problems confronting the Adivasis.
