The sheep are harassed and cast off because they do not have a shepherd. The harvest is there ready to be gathered, but where are the workmen? God's people are sheep, but sheep need a shepherd. Without a good shepherd the sheep will be harassed and cast away. There is great potential in God's people; but they need people who can gather them in, build them up and help them so there will be a harvest. What I feel the Lord is saying here is this: Here are the sheep, but where are the shepherds? Whether you call them shepherds, under shepherds, harvesters, reapers, workmen or any other name, there is a principle here which is of essential importance - that is the need for spiritual leadership among God's people.
