Despite entreaties by the former Soviet Union, the US refused to discuss controls on naval forces. The difference between the US and Soviet approaches to naval forces is the product of differences in geography, history and strategic interests. This work reviews the factors that make naval arms control so difficult, and outlines causes of maritime accidents, the effects of limits on attack submarines and possibilities for limiting maritime nuclear weapons.
