Kitty is a member of the American Society for Public Administration (ASPA), where she represents Alaska, Colorado, Idaho, Illinois, Iowa, Kansas, Minnesota, Missouri, Montana, Nebraska, North Dakota, Oregon, South Dakota, Washington, Wisconsin, and Wyoming on ASPA's National Council.
