Developing 1st Generation Pastors

Every pastor/leader needs a successor as everyone have to step down from their position at some point in life either through retirement or through death, etc. But many do not plan for succession. Because, often in many independent churches in India pastors son(s). son(s)-in-law, or relatives becomes the next senior (or main or lead) pastor after the incumbent lead pastor. Why is only pastors family members succeed the current lead pastor? Is this a biblical way of succession? How to prepare for succession?
