Designing Greenhouse Gas Reduction & Regulatory Systems

This book explores some of the key questions and design elements of a national greenhouse gas program in order to facilitate discussion and the development of consensus around a specific bill. There are many ways to structure a regulatory program and different approaches that might include a carbon tax, technology incentives and voluntary programs, but consideration is limited in this report to "mandatory market-based systems" contemplated by the Sense of the Senate Resolution.
